Xiamen City Planning Bureau strengthens the construction plan of government ministry and substations, extending planning service to the whole city. Added total three substations thus strengthening outside island urban planning.  Xiemen City Planning Bureau has high level talented people and it optimizes internal management system to facilitate smooth implementation of city planning. In the past 1 year, City Planning Bureau successfully completed large and important projects and most of internal planning projects, such as general planning and outside Xiamen island districts planning; It also carried out major tasks research and took an active part in bid of municipal important projects, providing strong technical support and service for the construction and management of establishing harbor city.

1.Complete harbor city planning framework

Based on general planning program technical audit of July.2003, Construction Bureau convoked a general planning draft of professional technology consultant meeting in June of 2004.Meanwhile, connected ocean function planning, environmental function planning and land utilization planning. After getting approval from Xiamen municipal people’s congress and environmental & resources committee, municipal political consultant and economic construction committee, sections of each divisions and city and citizens’ suggestions, Construction Bureaus submitted the report to Fujian Province Construction Council and passed official technology identification on Dec.21 of 2004. According to the requirement of establishing harbor city and under the instruction of general planning, Construction Bureau boosted the planning of 4 administrative districts: Haicang, Jimei, Tong’an and Xiang’an and finalized the districts plan and approved by Xiamen Municipal Design Committee. Till then, completed general plan of establishing harbor city.

Completing a detailed plan on developing and constructional area of this year. In this year, we completed north of Xibing Maluanwan, Zhongzhan Wan, Jimei College Campus, north industrial of Xiang’an(Phase ⅠandⅡ),west part(Technology Park),Cultural and Educational area of Xiang’an Division, Xiang’an Administration Area and Fanghu area,

3.Complete dedicated plan

The completed projects are: Xiamen center area transportation improvement plan, municipal project outside Xiamen island plan, transportation strategic development plan, road red line plan of Xiang’an area, electricity network plan, railway transportation and land utilize plan competition. National scenic spot Gulangyu Island——Wanshi Mountain general plan, fire-fighting plan, greenbelt system plan, agriculture development space plan, tourism development and utilization plan. Meanwhile, it also carried out facilities plan used in Physical Education, Medical & Health Care and Culture, elementary school and high school layout plan as well as urbanization research work.

4. Complete each administrative division plan and related work

“Jimei District Dividing Plan”(Revision) and “ Tong’an District Dividing Plan”(Revision) started to be edited in September,2004 by Xiamen Municipal Design Research Center and completed in October,2004.Tong’an area was divided into Datong area and Xike district. “Xiang’an District Dividing Plan” started to be edited in December of 2003 and completed in December of 2004. “Haicang District Dividing Plan”(Revision) started to be edited in April of 2004 and completed in December of 2004. “Xiamen City Fanghu Area Detailed Management Plan” started to be edited in January,2004 ,completed in June,2004 and was implemented on 18^th July of 2004 approved by Xiamen Municipal Government. “Xiamen Urban and Rural Area Detailed Management Plan” started to be edited in August,2004 and completed in Nove.2004. “Xiamen City north of Xibing Maluanwan Detailed Management Plan” started to be edited in May,2004 and completed in Dec.,2004. “Xiamen City Historical Architecture Protection Plan” started to be edited in 2002 and completed & approved in October,2004. “Jinbang Park Detailed Plan” started to be edited in February,2004 and completed in October,2004.

5. Start Planning

In the year of 2004, related sections started work out some plan: “Xiamen Ideal Plan”(in Dec.), “Regulations on Core Protection Area of Xiamen Old City Center”(Sep.), “Xiamen City Transportation Research Report”(Sep.), “Xiamen Railway Transportation and Land Utilization Management Regulation”(Nov.), “Infrastructure Database of outside of Xiamen Island”(February), “Strategy and Research on non-construction Land of Xiamen City”(August)(August), “East Coast of Xiamen Jimei and Xinling Districts”(August), “Xiamen Tong’an Area Design”( December) etc. Above mentioned plans are in process.
