1. All foreign-funded enterprises of processing trade (including processing with supplied materials and processing with imported materials) shall have actual processing capability, and start to engage in production and operation within the ratified scope after passing the combined annual examination.

2. The following materials shall be submitted for the initial application:

(1) Application For the Approval Certificate For Processing Trade, Reference List Of Imports For Processing Trade, Reference List Of Finished Exports, and Reference List of Consumption of Exports and the Corresponding Imports.

(2) Photocopies of approval certificates of foreign-funded enterprises;

(3) Photocopies of valid duplicate of business licenses;

(4) The latest capital acceptance report;

(5) The certificate of actual processing ability;

(6) The Import and Export Contract Of Processing Trade (in duplicate)

(7) The enterprise's key disk and data disk

3. In case of re-application, only Item (1), Item (6) and Item (7) shall be submitted and the implementation of the ratified contract shall be reported.

4. Application shall be computerized in accordance with the regulation of supervising the examination and approval of processing trade on the Internet by the Ministry of Foreign Trade and Economic Cooperation.

(1) New enterprises of processing trade shall go to Xiamen Representative Office Of China E-commerce Center (on the second floor of the Foreign Trade Building) to apply for a key disk and an installation disk for Processing Trade System.

(2) Enterprises shall install Processing Trade System into their computers and then input materials and data. Printed documents with an official seal shall be submitted to examination and approval authorities, with whose approval the Contract Approval Certificate of Processing Trade Industry will be issued.

5. The application shall be submitted, respectively, to Xiamen Foreign Investment Bureau and the administrative departments for foreign-funded enterprises in each district.

(1) Xiamen Foreign Investment Bureau is in charge of the application of any one who is ranked one of the 80 key enterprises that year.

(2) Districts' administrative departments for foreign-funded enterprises are in charge of the application of any one who is not one of the 80 key enterprises. If the imported materials for processing trade are included within the restricted items regulated by the Government or the contracted import capital reaches the level to be put on records in the Customs, the application shall be examined initially by each district's administrative department for foreign-funded enterprises and then presented to Xiamen Foreign Investment Bureau.

6. New enterprises can apply only after the plants are examined as qualified by the local administrative department for foreign-funded enterprises.

7. After obtaining the approval certification for processing trade, enterprises can modify the ratified data if they want to change processing variety, quantity or term of contract when implementing the contract. New information shall be input into the modification column. Then the printed Modification Application Form for Processing Trade with the official seal and the data disk shall be submitted to the original approval departments for modification. Other modified items, if they can be directly modified by the Customs, need not be submitted to the original approval departments.

8. According to the relevant regulations of the country, enterprises whose imports are included in the contract of processing trade quota management shall go to Xiamen Planning Committee for its corresponding quota certificate by providing the Approval Certification Of Processing Trade. Then the contract has to be filed in the Customs and the corresponding quota certificate in Xiamen Foreign Investment Bureau.

9. Application should be made to Xiamen Foreign Investment Bureau if the imports for processing trade are to be sold in the domestic market during the implementation of the contract. Xiamen Foreign Investment Bureau shall issue the Approval Certificate of Processing Trade Products for Domestic Sales, and then the enterprises shall go to the Customs for verification and cancellation.
