Investors shall fill out the initial project application form (in triplicate)

In order to obtain the Approval Certificate investors shall submit the following documents (in triplicate) :

A. Project Proposal submitted in the name of the Chinese partner (not applicable to solely foreign-owned enterprises)

B. Investment Application Form (for solely foreign-owned enterprises only)

C. Contract (not applicable to solely foreign-owned enterprises) and Articles of Association of the foreign-funded enterprise

D. Feasibility Study Report on the establishment of the foreign-funded enterprise

E. Photocopies of the valid business license or other business permit issued by the government of the country or region where the foreign investor resides; in case the investment is made in the name of individuals, the investor shall only submit the photocopies of his/her passport or other personal identifications

F. Financial Standing Certificate issued by the bank in which investors open their account (the Chinese investors shall submit an audit report)

G. Photocopies of the name list of board members, documents for the appointment of the board members and passport and personal identification of the board members (not applicable to Chinese natives)

H. A lease (or purchase) contract of the premise for production and operation of the foreign-funded enterprise and the certificate for the property rights of the premise; or land-use contract signed with the Municipal Land Administration or relevant district departments

I. The inventory of major machinery and equipment, office utilities and vehicles to be imported for self use by the foreign-funded enterprise (including description, model, quantity, unit price and total value)

J. Environment conservation plan which is to be studied by relevant authority

K.Other supplementary documents deemed necessary by the examining and approving authority.

Note: Approvals given by district authorities for the establishment of a foreign -funded enterprise will be ratified by the FIB within three working days.
