Xiamen Municipal Coast Defense Administration has the following main responsibilities:
1. Unite member units and related departments to implement the principles, policies and guidelines by the Party Committee and the Municipal Government.
2. Design and implement the phased coast defense work.
3. Coordinate comprehensive management of coast peace; implement coast strike of evils.
4. Participate in striking against terrorists and combating with emergencies.
5. Conduct action to clear Jinmen-Xiamen area of Taiwan underworld force and “underground” activities.
6. Establish and guide coast informer groups.
7. Carry out “three direct links” and promote peace and reunification of China;
8. Conduct folk trade, tourism, sports and entertainment activities and promote economic development along the ocean;
9. Direct the five-year plan, construction and maintenance of coast defense infrastructure.
10. Coordinate the defining of safe areas and forbidden areas in the sensitive eastern sea areas
11. Conduct technological coast defense and strengthen coast defense VSS in building Jinmen Coast Defense Project.
12. Establish coast defense laws and regulations and conduct coast defense according to law.
13. Provide safe and courteous seaport service.
14. Cooperate with Jinmen to build a peaceful and safe Jinmen-Xiamen Coast;
15. Coordinate with Smuggling Suppression Administration to perform their duties.
16. Protect sovereignty and oceanic benefits and rights; supervise watercraft, aircraft, and equipment active in our ocean area; forbid illegal entry of foreign watercraft and people.
17. Coordinate the control of the sea around the Jimen-Xiamen area, including the navigation landmarks and the uninhabited island.
18. Undertake the settlement of the harassment and destruction from troops stationed in Jimen and the fishing conflicts on the sea, strengthen intelligence and anti- intelligence work, and coordinate the delivery and repatriation of illegal cross-borders, illegal immigrants or lawbreakers.
19. Coordinate the major issues in coast defense and the military movements of the PLA stationed in Xiamen, protect military structures and coast defense equipment.
20. Conduct education and publicity activities to spread ocean defense knowledge.
21. Initiate proposals for coast defense regulations and laws, report serious issues of coast defense, coast events and situations, and ocean disasters to Xiamen Municipal Party Committee, Xiamen Municipal Government and the supervising coast defense department；
22. Coordinate, inspect and guide functional departments in suppressing smuggling; participate in the planning programs and measures for suppressing smuggling.
23. Undertake other duties assigned by Xiamen Municipal Government.
