Ⅰ Application system for Foreign Expert Certificate
Foreign expert who works in Xiamen shall apply for a foreign expert's certificate with which the foreign experts apply to the Bureau of Public Security forForeigner's Residence Permit
The following documents and materials are to be submitted to apply for foreign expert's certificate:
(1) Foreign Experts Certificate Application form in duplicate.
(2) One hard copy of the Foreign Experts Invitation Confirmation.
(3) One hard copy of the physical examination form.
(4) One hard copy of vocational (Z) visa issued by relevant consulate general.
(5) Two passport size photos in black-and-white or in color.
• The following documents and materials are to be submitted to apply for the extension of foreign experts certificate:
(1) Application Form of Foreign Experts Certificate Extending in duplicate.
(2) One report for application for the extension of Foreign Experts Certificate by the work unit to state the reasons for extension.
• The procedure shall be concluded within five working days if the documents are complete. When unexpected circumstances emerge, there shall be certain form of notice.
• The Foreign Experts Certificate is issued by Office of Foreign Affairs of Xiamen Municipal Government. The address: Room 205, Floor 2 of the Main Building of the Municipal Building, No. 61, North Hubin Road.

Ⅱ Procedures of Application for Foreign Expert Invitation Confirmation
1. Foreign experts working in areas of culture, education, news and publication, sports, health care and so on, and foreign economic experts mentioned and included in relevant contracts shall apply for Foreign Experts Invitation Confirmation in advance. With the Confirmation, foreign experts apply to General Consulate of PRC for vocational (Z) visa.
2. The following documents are to be submitted to apply for the Confirmation:
Experts on culture and education:
(1) The municipal government’s approval documents.
(2) Application form in duplicate for Foreign Experts Invitation Confirmation (culture and education). The forms shall bear the signature or seal of the working units.
(3) Hard Copies of foreign experts’ passports, resumes, academic qualifications, and certificates shall bear the signature or seal of the working units.
Expert on economic field:
(1) Reports about employing foreign experts provided by employment units.
(2) The clauses about dispatching foreign experts specified in the contracts regarding the imported equipments and technology.
(3) Application form in duplicate for Foreign Experts Invitation Confirmation (economic field). The forms shall bear the signature or seal of the working units.
(4) Hard Copies of foreign experts’ passports, resumes, academic qualifications, and certificates shall bear the signature or seal of the working units.
(5) Business licenses of the Employment units.
• The accompanying family members shall apply for the Confirmation together.
• The procedure shall be concluded within five working days if the documents are complete. When unexpected circumstances emerge, there shall be certain form of notice.
